- TGF is the one I swear by, It's super easy to create a simple game in a matter of minutes! Clickteam Fusion 2.5 is also free and exports to HTML5, so it might be worth checking out as well!

Construct 2 as mentioned in my FOOGLE response on OLR the paid edition is pretty pricey, BUT the free one will still let you export games in HTML5, so it'd be perfect for this!
