A lot of the folks that panned Mockingjay weren't expecting the author to explore the ramifications of what had been building since the beginning of the series in a nuanced way. As in, they wanted it to be framed as righteous and fully justified and heroic; instead, it was closer to the truth. I found Mockingjay to be what it needed to be.
